Step 1
Start out by making a new Grayscale document. Use somthing like 500 x 300 so you can have a lot of room to move around in. Now make your background black.
Take your text tool and type out whatever you want to be engulfed in flames. Make it white.

duplicate your Text Layer, choose your original Text Layer

Step 2
Now go to Image> Rotate Canvas> Rotate 90 CW.

Now go Filter> Stylize> Wind. Go from left at the lowest setting. Then do the Wind filter again with the same settings.

Step 3
Image > Rotate Canvas> Rotate 90 degrees CCW.

Filter> Blur > Gaussian Blur. Use the any setting between 1 & 3.

Step 4
Now go Filter> Blur> Motion Blur. 75 degrees and around 20 -30 strength.

Filter> Distort> Ripple. Amount: 100 Size: Medium.

Step 5
Now Go to Image> Mode> Index. Then go to Image> Mode> Color Table and select Black Body.
